The land department has several fees in place for the purchase and leasing of property in Dubai. The latest fees are listed below. 
On purchase of a property, the typical fees would be 2% transfer fees for issuing a title deed (1% from buyer and 1% from seller). If the new buyer has taken a mortgage, the mortgage registration fees of 0.25% of the loan amount must also be paid.  Registration has to be done in person by the buyer and the seller. A third party is able to do the registrations providing they carry a valid, stamped power of attorney.
 
The fees have been reduced recently in light of the drop in real estate prices. It is mandatory to register title deeds on all properties.

It was Launched On the 31st of July 2007 by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, vice president and prime minister ruler of Dubai, as a part of the Dubai land department.
